Belarusian KGB Already Reports on Successes "on a Cumulative Total"

On Tuesday evening the head of Belorussian KGB Vadim Zajtsev published official versions of act of terrorism in the underground.

The first of them - destabilization of situation in Belarus.

The second version, according to the authorities, - participation of the extremist organizations, in particular anarchists in explosion.

The third one - act of unhealthy person, unhealthy "not only mentally but also from the point of view of personal ambitions".

Three people are detained on the case of act of terrorism in the Minsk underground. The chairman of KGB told about it to the journalists. He said that three persons were detained "for questioning".

He also informed that the identikit of a person suspected in the act of terrorism is made. "One person is defined as the suspect. We don't exclude the version of accomplices. Version with participation of the warmonger also isn't excluded", - the head of KGB said.

The first suspects on the case of act of terrorism in Minsk are detained this morning, the assistant to the prosecutor general of Belarus Andrey Shved declared to the journalists. "It is a question of two people", - Shved told. One could understand that from those three people detained the day before "for questioning" two passed from a category of "interrogated" in the category of "suspects".

The head of KGB underlined that they consider the first version the main one. "I do not want to underline who is behind destabilization attempts but it's a fact that someone doesn't like the lay of things in the Belorussian society, is the fact. It is attempt to sow fear, panic and discontent with law enforcement bodies, it means - with power", - he said. 

The second version of the investigation is participation of young extremists in the event, it is connected with presidential elections which passed recently, with mass riots on December, 19th and litigations which followed. "Not all persons who are detained or whose cases are being reviewed by bodies of Office of Public Prosecutor and courts agree with decisions of judicial bodies", - Vadim Zajtsev noted. Thus "criminal case on anarchists comes now to the end", he informed. "We don't exclude that similar actions can be done in revenge, first of all, in relation to KGB," - the head of KGB said. 

- Actually, the first and the second versions of KGB as a matter of fact are one and the same underlying of the political reason of act of terrorism, - editor-in-chief of FORUM.msk Anatoly Baranov considers. - Unfortunately in this meaning the worst fears which have been expressed at once come true - fears that investigation of act of terrorism can become "the witch-hunt" beginning in the Belorussian opposition. Though for today, I think, things haven't gone too far - simply the president Lukashenko at a meeting on April, 11th demanded from agents of national security that there were fresh results every day "on a cumulative total". Though investigation doesn't have impressing results, probably, for objective reasons and agents of national security show intermediate results - some casually arrested people, put forward versions which in their opinion can "be pleasant" to the president - so, in general as all officials they hold on the posts and try to please the heads. It's commonplace, it's important that it won't go too far.

"Belorussian KGB isn't better or worse, than any other similar structures, - Anatoly Baranov considers. - All of them very easily cope with a problem of struggle against far-outers as this work doesn't represent big complexity in short-time planning, while in the struggle against real terrorism they face real complexities, thus "successes" here are more modest. There's always a temptation to propose imaginary decision under a real problem - for example, to detain boys-anarchists, to beat necessary testimonies out of them and to propose society and the heads decision which will satisfy all for some time. It is terrible to think what happened with three "interrogated", two of whom in the course of "questioning" became the suspects. The question is now, whether such result will satisfy the president Lukashenko who after all also depends on public opinion and also has the temptation - to show society the result it wants. Lukashenko can't tell now that they haven't managed to find terrorists. He should find and punish - actually he already promised it to society having declared two days ago:

"To take into consideration, to investigate everything in details in the shortest terms, all guilty should be found".

Then, by the way, he gave a hint to his security officers: 

"Analyse all facts. Look if there's some connection with the explosion on July, 3rd. Perhaps, these are links of one chain".

"Establish gained from it whom, who is behind it, who wanted to blow up stability and calmness in the country. Analyze everything. The more so you have enough materials for today".

- It turns out that the president gave indications how to carry out investigation and as we see KGB strictly follows the given instructions, - Anatoly Baranov finished. It's bureaucratic logic. The chief of KGB even repeats formulations of the president in political estimation of the event. Though bureaucratic logic can fail to coincide with the logic of the investigation. Then the president should make political decision - to search where it is possible to find or where it is better seen..
