Not later than since 2015 entry into the Russian Federation for citizens of all CIS countries will be allowed only according to international passports. It was declared by Vladimir Putin when he was making annual presidential message to the Federal Assembly. The president reminded that citizens of the CIS come to Russia according to the national passports of the countries. In South-Eastern district of Moscow they invented the way to bypass the Moscow legislation allowing Cossacks to patrol streets only accompanied by police officers. The prefecture of YuVAO issued standard provision about public and inspection control in the territory of the district. Cossacks will be included into a group of national controllers who have the right to make official reports about violations of public order, to reveal unauthorized trade, unauthorized construction, left cars, illegal advertizing, etc. They will send official reports to the administrative commissions of the district and can even give evidences against violators in the courts.

The ministry of economic development offered a new forecast of development of Russia supposing serious reorganization of schemes of financing of gas and electric power industries —in the next 18 years the Russian citizens should start paying for energy more than industrial enterprises. The governor of the Moscow region will again head the regional government. Relevant amendments into the charter and other laws of the Moscow region were adopted today by the Moscow Regional Duma. The US State department considers elections in the Supreme Rada which passed on Saturday a step back in comparison with previous presidential and parliamentary elections in Ukraine. During visit to Moscow on October, 22 president of Ukraine Viktor Yanukovych will discuss a number of questions including gas theme, the Minister for Foreign Affairs of Ukraine Konstantin Grishchenko told to Interfax. “The themes of the talks in Moscow will be wide enough. United Nations Children's Fund should scrap all its projects “in connection with building of economic and donor capacity of the Russian Federation”, the Ministry of Foreign Affairs declares. Moscow demands that United Nations Children's Fund (UNICEF) finished all projects in Russia. As "Interfax" was told in Information and Press Department of the Ministry of Foreign Affairs, the fund was given time till December 31, 2012 to finish work. They reminded in the department that the country leaders in September, 2009 decided to close step by step representations of programs and United Nations Funds in Russia
