A Gang of the Caucasians in the Village Rassvet Attacked Hospital but One of the Victims Will Be Tried on a Criminal Charge

Locals in the Aksaysky district of the Rostov region burned with the Caucasians, it broke out against banal household conflict because of the girl. Participants of slaughter are in hospital.

Just yesterday there was a message that there was a fight between young people in the village Rassvet. According to preliminary information: three residents of Rostov and three inhabitants of the Aksaysky district peacefully drank in cafe. A quarrel flashed as a match. Squabble began, weighty "arguments" followed, knifes flashed in the hands of the participants.

As a result, six young people appeared in hospital with knife wounds of varying severity.

According to our readers:

- On 08.01.2013 at one o'clock in the morning in one of cafes of the village Rassvet of the Aksaysky district "guests from the Caucasus" passing by "Zhiguli" with transit numbers harassed a girl. The locals stood up for the girl.

Despite appearance of knifes local guys calmed down "guests". However both parties suffered in the fight.

The locals called doctors and went to the Aksaysky regional hospital. According to what local citizens say, about 30 people "from the South" came there with knifes and arms.

- They beat safeguards of the hospital and personnel; rushed into the ward of one of the victims and beat him cruelly again. OMON was called up.

Inhabitants of Aksay are afraid that (as it always occurs in our country) the victim will be tried on the article 282 of the Criminal Code of the Russian Federation or something else...

Historical excursus

It seems that Aksaysky district becomes favourite vacation place for guests from the Caucasus.

On February, 3, 2011 two police officers from the Chechen Republic - the deputy company commander Abdulsalam Abdulkhalikov and the sergeant of patrol service Mahomed-Emin Inderbiyev arranged disorder in Starocherkassk.

Being on educational holidays off-campus students of the Rostov Legal Institute invited two girls to the restaurant of Starocherkassk.

Police officers asked the waitress to add vodka to a glass with wine of the girls-companions, but the last refused to do it.

Then the deputy company commander Abdulsalam Abdulkhalikov put the gun to the head of the waitress and said that he would kill her, if she didn’t do what he said. The staff of the restaurant called up militia. Militiamen-students disappeared from a scene by car. During pursuit and detention militiamen from the Caucasus brought down local operative.

The judge of Aksaysky district court Goncharov needed two hours to "make the decision" about level of restriction in relation to two offenders one of which appeared the relative of the high-ranking head of the Ministry for Interior of the Chechen Republic.

The judge Goncharov made the decision after numerous calls from the relevant departments...

Then two detained militiamen were accused of application of violence in relation to representative of the authorities and threat of murder...

They were let free after semi-annual prison term in a pre-trial detention center.

According to "Komsomolskaya Pravda", friends were sentenced to imprisonment for a half a year in a standard regime penal colony. However the condemned weren't deprived of special ranks and the right to hold posts in law-enforcement and power structures. That is, quite probably, having become free both of them will get restored in law enforcement agencies.

Therefore inhabitants of Aksay were afraid that the victim would be incriminated Art. 282 of the Criminal Code of the Russian Federation. However they found other article for him. Now one of the victims in the conflict of the village Rassvet is incriminated Art. 111 of the Criminal Code of the Russian Federation (Intentional Infliction of a Grave Injury).

Four victims of the incident remain in the hospital: two in Aksay and two in BSPM-2 (Rostov-on-Don). Today Aksaysky court will consider the question of application of a measure of restraint in relation to one of the locals - Alexey Vladimirovich Gaponenko, 1978 year of birth.

Sources from the court affirm that for 99% the decision will be about placing him into Temporary Containment Cell.

It is known that three inhabitants of the village are three brothers. One of them law enforcement agencies incriminate Art. 111 of the Criminal Code of the Russian Federation.

Three visiting "guests" from the South haven’t been defined yet as inhabitants of some concrete republic. However it is known that no one was detained by OMON during yesterday's raid of their fellow countrymen on Aksaysky hospital.

 

Violent behavior of the inhabitants of the republics of the Caucasus "on a visit" often causes questions and complaints of local population of the southern regions of Russia. It is enough to recollect loud conflict which broke out not long time ago in Remontny of the Rostov region.

Representatives of the Cossacks have already long ago become a part of the structure of police patrols in Kuban. On a plan of the Kuban authorities, the Cossacks have to counterbalance and strengthen control of behavior of the "guests of the region”.

Hospitable Rostov regions hasn’t found yet the answer to the question how to regulate behavior of guests from the Caucasian republics who haven't got used to local food and not always controlling own behavior after use of local drinks.

We hope that next ambiguous case will force the regional authorities to pay attention to the existing problem.

From editorial board: Actually initiative of the Kuban authorities to assign protection of public order to the Cossacks causes very big scepticism. In essence, the conflict in Rassvet as many others isn't interethnic yet – now it’s rather banal fight between "local" and "visitors". While if the authorities decline all responsibility (for what do we pay taxes then?) and will shift it to citizens, it doesn’t matter – to the Cossacks or someone else - the conflict will really become interethnic.

The fact that two drunken companies fought doesn’t concern me a lot, while what happened next - a raid of the whole gang to the hospital (only Basayev was absent) and quite indifferent behavior of "security officers" (200 meters separate the Department for Interior from the central hospital, while it took police 40 minutes to overcome it). The gang attacked the hospital but nobody was arrested. How could it happen? Why?

When our "security officers" have the desire, they can be very bold - for example, when it is necessary to beat unarmed peace citizens and to incriminate criminal articles then. Or, for example, to hand over summon to Sergey Reznik they need to carry out the whole special operation with participation of a large number of operatives. While here when it is necessary to protect hospital from gang - OMON is surprisingly tolerant.

Article for beating incriminated to obvious victim in general blows my mind.

Perhaps, the authorities purposely try to kindle the interethnic conflict so that using international slaughter to muffle political and social problems? Not casually, obviously, new Rostov governor sent from Moscow carried out policy on replacement of local business by alien, from the Caucasus? May be it’s not casual that all political and social initiatives in the area are cruelly extinguished, while interethnic are diligently inflated?

Though south of Russia has specific feature - the Cossacks there are not absolutely fake, it is simply essential part of generally rural local population. Transfer of functions on establishment of the order to especially "pocket" Cossack structures can easily turn to simple transfer of these functions to civil society. Then the court will be already afraid to deliver frankly illegal, "political" judgements.
