New Head of the Moscow Region Will Govern Himself

The governor of the Moscow region will again head the regional government. Relevant amendments into the charter and other laws of the Moscow region were adopted today by the Moscow Regional Duma. Post of the vice governor – the head of the government of the Moscow region is excluded from the list of the state posts of the region. Thus, powers of the acting governor of the Moscow region Andrey Vorobyov who will directly head now work of the government are extended.

The order of management of the area comes back to the scheme existing at the governor Boris Gromov who used to be the head of the regional government at the same time. At the initiative of Sergey Shoygu who became the governor of the Moscow region in May of the current year the post of the second vice governor - the head of the regional government was introduced.

From editorial board: I have quite difficult relation to Sergey Shoygu being, on the one hand, one of the pillars of the operating mode, one of the foundrs of “United Russia”, but, on the other hand - undoubtedly active state man and quite successful manager. Administrative decisions of Sergey Kuzhugetovich are usually rational – well, the general doesn’t consider himself too competent in questions of regional government and quite logically created position of the head of the government which, in principle, should become regional managing director, by analogy to "city manager".

Then Mr. Vorobyov who has never solved questions of regional government takes daily management of the regional government under own control. As general Gromov under whose direct control the second-large region of the Federation reached bankruptcy and external financial management. Example worthy of imitation. The more so life and administrative experience of Vorobyov is nevertheless more modest, than Gromov’s. It means we should wait for not very outstanding result, but similar...
