Senator Anatoly Lyskov introduced into the State Duma the whole package of bills on creation of Board of authorized prosecutors which would have possibility to carry out investigation of actions of the former supreme officials of the country. It’s offered to include into this list the president, the head of the government, chairmen of both chambers of the parliament, heads of the supreme Russian courts, the prosecutor general, the head of Investigatory committee, the chairman of Audit Chamber, the Commissioner for Human Rights in the Russian Federation and also heads of Central Bank and the Central Electoral Commission.

Besides special prosecutors according to the proposal of the president, the Federation Council or the State Duma could make review activity of the public prosecutor and the head of Investigatory committee for compliance to the current legislation during their stay on posts.

On the instruction of the head of state they also would have possibility to make preliminary investigation of crimes brought in relation of the heads of ministries and departments subordinated directly to the president as well as to investigate “grave and especially grave crimes which received public response”.

Formally a body is offered to build into the prosecutor's office system: its members will receive status of deputy prosecutor general, the chairman — the first deputy. Thus the prosecutor general won’t have the right to dismiss special prosecutors. Only the Federation Council will have the right to approve or dismiss members of the body.

From editorial board: The logic prompts that if 17 special prosecutors will have the right to investigate crimes of the supreme persons of the state, other prosecutors and inspectors will be deprived of such right!? Am I right? That is there will be a caste of persons which both at the moment of fulfillment of their duties and till their dying day will be above the action of the Russian law-enforcement system.

You will say that there are 17 "iron" prosecutors! You will make a mistake here as the same special squads will have the right to appoint prosecutor and those prosecutors will then check that special squad. The president, the State Duma and the Federation Council will put forward five candidates each and two more will be put forward by the Commissioner for Human Rights appointed also by the president. Probably, among the Russian mass media it is called "independent prosecutor's office", while among normal people – conspiracy of silence.

The more so such "independent" body as the Federation Council which is formed de facto personally by the president, candidates there are chosen following... to put it mildly… "corruption principle" will have the right to dismiss special prosecutors.
