5 Medvedev's Blows on Corruption among Friends

The president of Russia Dmitry Medvedev signed a number of decrees regulating the order of providing by state employees and members of their families of data on incomes and property. It was informed by press-service of the head of the state.

Basically, decrees are twin, they are about one and the same, simply a question of the reporting for this or that category of state employees and persons equal to them is being stated in detail in each.

So, the following decrees are signed:

"About providing by citizens applying for replacement of state posts of the Russian Federation and persons replacing state posts of the Russian Federation of data on incomes, property and obligations of property character".

"About providing by citizens applying for replacement of posts of federal public service and federal civil servants of data on incomes, property and obligations of property character".

"About providing by citizens applying for replacement of executive posts in the state corporations, funds and other organizations, persons replacing executive posts in the state corporations, funds and other organizations, of data on incomes, property and obligations of property character".

"About approval of the list of posts of federal public service at which appointment citizens and at which replacement federal civil servants are obliged to provide data on incomes, property and obligations of property character, as well as data on incomes, property and obligations of property character of their wife (husband) and infant children".

"About approval of the order of placing the data on incomes, property and obligations of property character of persons replacing the state posts of the Russian Federation, federal civil servants and members of their families on official sites of federal state structures and state structures of subjects of the Russian Federation and granting of these data to the all-Russian mass media for publication".

Actually it is clear that the theme, to put it mildly, became overripe, it should be done not today but about 15 years ago, but these claims, certainly, are not to Medvedev. He did it, when he got an opportunity - the question is why it was necessary to do now? Whether it is connected with the fact that for the last years officials, to put it mildly, ventured too far?

Not so much corruption but impudence with which this corruption is being shown - by everybody, let's note, from the president to the lowest municipal official - irritates. After all today nobody hides his incomes - the president take out from a pocket 20 thousand dollars and buys a coat from skin of a white-coat seal not thinking how 27% of citizens compelled to save on meal will look at it. This very day all other coats from skin of a white-coat seal disappear - all local "hardballs" wish to be as the president!

Meanwhile salaries payable grow in the country, unemployment grows towards it.

Medvedev's wife wears expensive watches and earrings "Kopakabana". Putin's wife gets photographed in brilliants. Kudrin's wife shows superexpensive dresses in fashionable magazine.

Meanwhile the number of homeless children, as they say, has risen beyond 2 million.

Abramovich recently gambled away a boat costed 500 thousand euro.

It is clear that all 5 Medvedev's decrees about corruption after they have been impudently ignored by higher officials of the state - whether those declarations which they give can be considered as execution of decrees - are fiction. Or one should consider that very "Niva" hardly not the only Putin's property?

Well, after the heads declarations that officials of lower rank will provide will become the mockery - the same will take place downward. Probably, some deskbound small fry will be found out in inexact data and will be dismissed with a shame - as they "dismissed" the chief of the Department of Internal Affairs of Southeast district of the capital after incident with major Evsjukov - when he was already for a week dismissed from the post.

As a matter of fact the system remains without changes. Why?

Because corruption is a basis, economic basis of existence of the state system constructed by Putin and inherited from him by Medvedev. With disgusting medieval institute of "status rent" when high-ranking officials take places in boards of directors of the state companies and receive basic money therefrom, leaving their salary on civil service to the cleaners.

These riches are not reflected in any way official paper which are given to the "mass" which compares own property condition to the condition of the prime minister and thinks: "Well, I even get almost as..." Though, in general, we perfectly well understand that official incomes of the first persons will not be enough for buying of even the watches...
