FORUM.msk, "Pravda-info" and Other Sites of Opposition Are Included into "Black Books" of the Ministry of the Interior of the Russian Federation

We constantly receive messages from our readers that FORUM.msk is not available in this or that region, in this or that subnet, it "can't be opened" and so on. Certainly, we have already suspected authorities of Internet content filtration, of artificial restriction of possibilities of opposition to function in information field (citizens - to receive and spread freely information as chapter 29 of the Constitution of the Russian Federation guarantees). Though that were only guesses. Now we have material evidence on hand. Principals of the Tyumen schools received "charming letter" the day before the beginning of a new academic year. The content is the following:

Department of Education of Administration of Tyumen on the base of information letter of the Center on Contradiction to Extremism of the Ministry of the Interior in the Tyumen region (22.06.2011 №3023-513) ask You for provision of filtration of Internet content to include the following list of sites into black book:

Naturally, none of these sites were recognized extremist by any court. Moreover, none of sites specified above is connected with the Tyumen region, hence, this "charming letter" is hardly connected with the initiative of the Tyumen fighters with extremism and it's natural to assume that similar instructions were received also by principals of schools in other regions of the country. It is quite probable that not only of schools but also of other educational institutions.

In this connection it's interesting to hear official position of the Ministry of the Interior of the Russian Federation which in December, 2007 was already convicted of illegal attempt to close FORUM.msk using power way, by way of compulsion of hosting-provider to switch off our servers. That forced us to transfer technical platform outside the borders of the Russian jurisdiction.

So, Mister Nurgaliev, under the law you are obliged to answer the questions of the press (though we know that you makes little of laws). But you have a chief, some guy Mr. Medvedev who in case of your demonstrative silence will be asked the same questions in the most inconvenient place and at the most inconvenient time.

1. What is the basis for traffic filtration in Russia? How it corresponds with chapter 29 of the Constitution of the Russian Federation?

2. Who and in what regions sent similar letters to the principals of educational institutions?

3. Who and on what basis instructed local bodies of the Center on Counteraction to Extremism of the Ministry of the Interior of the Russian Federation? Whether these citizens considered to inform the Minister of Internal Affairs about this initiative necessary?

4. Whether the Ministry of the Interior received similar instructions from Presidential Administration of the Russian Federation?

5. Whether the Ministry of the Interior of the Russian Federation intends to bring criminal proceeding over the article 144 chapter 2 of the Criminal Code of Russian Federation or will give this to other bodies?

We hope that the Minister of Internal Affairs is familiar with the content of article 140 of the Criminal Code of Russian Federation about refusal of submit information to an individual.
