Multi-month debt under salary of workers of Rostov defensive factory "Rubin" is almost sunk. The debt for April-May making more than 9 million roubles was sunk already till July, 1st, there were insignificant debts for June of the current year.
As well as every state defensive enterprise the factory "Rubin" strongly depends on state orders. Intense situation appeared in the beginning of summer when there was a back pay to employees of the defensive enterprise for May and April.
However workers were not happy with it: in the end of June they learnt that the factory is going to be closed and all of them - nearby 400 people - remain without work. By calculations of GC "Rostechnologii" which possesses 100 % of shares of "Rubin", defensive enterprise cannot break even at reception of the defensive order and full use of production capacities.
Workers are assured that they make factory bankrupt intentionally, after all at least part of their production - enameled ware - is in high demand. Joint Stock Company "Rostov-on-Don Factory "Rubin''" is the largest machine-building enterprise of the south of Russia, earlier specialized on manufacture of weapons and ammunition.
JSC "Rostov-on-Don Factory "Rubin"" cannot sell its property at public auction arrested by officers of the court in aid of execution of the claim of tax service to pay debts off. In total the factory has run into the tax debt of more than 10 million roubles, more than 50 million it owes to the creditors.
Current legislation does not contain direct interdiction for arrest of the property of defensive enterprise. IFTS has the right on the basis of art. 77 of the Tax Code of the Russian Federation to seize the property of the tax bearer with a view of maintenance of enforcement of a judgment on tax debts.
Now Rubin can believe only in help of Ministry of Industry and Trade which can solve a question on granting to the factory of the state grants within the limits of decree "About adoption of regulations of grants to the strategic organizations of military-industrial complex for the purpose of bankruptcy prevention in 2009 - 2011 from the federal budget".
Salary debts in Rostov have exceeded 5 million roubles, more than a quarter of city enterprises work at a loss. Last year only 72% of enterprises of the city ended with profit of 18,6 billion roubles. 28% of enterprises suffered losses for a total sum of 6,9 billion roubles.
Workers are going to hold on protest action against closing of the enterprise. They are convinced of its deliberate bankruptcy and assert that this destruction - planned action directed on decrease of defensibility of army and country.
The factory was based in 1927 and produced weapon, ammunition. In 90s destruction of the country became a beginning of the end. Absence of defensive orders, funding, changes of owners, raidings, judicial proceedings - such is a sad reality of workers of "Rubin". To survive they have equated teapot to a ... bayonet, having made enameled ware, urns for dust, benches, seats for buses the basic product. It allowed to hold on for some time afloat but not to escape: production volumes fell, salary debts grew, creditors tightened debt grip over a factory neck.

The Russian revolt - "senseless and ruthless" - will begin, the market will appear but whether somebody will be happy about it? Ammunition is necessary to army and the state which thinks of arms for its army should think not of the profit from pans but about national defense. After recent explosions Serdjukov has already declared scale liquidation of warehouses with explosives. What about updating of stocks? Where will we get weapon when new technique will appear? May be as in 1914 almost 100 percent of cartridges we will bought abroad?
