Actually All Money in Russia Is Issued by False Coiners!

On January, 13^th, 2011 FORUM.msk placed article: "WHO INITIATES THE LAW ON PROPRIETOR OF ISSUED MONEY?" The article was devoted to the created in the Russian Federation legislation favourable to false coiners, about the law 86-FZ contradicting articles 71 and 75 of the Constitution of the Russian Federation and allowing private banks to issue non-cash money.

As a matter of fact, all money in Russia is issued illegally, if to consider that cash let out by Central Bank of the Russian Federation according to the law 86-FZ is issued for cashing in of false non-cash bank money.

It was stated in the article that private banks have already drawn several thousand trillions of non-cash roubles on their accounts. It's been done at officially declared then 18.5 trillion roubles issued by Central Bank of the Russian Federation, at the budget of the Russian Federation which makes 10 trillion roubles?! Annually each soul including the soul of each child in Russia receives less about 400 thousand of issued roubles. ALREADY being issued and getting appropriated by someone?!

Article caused certain resonance. Many people wrote indignant letters to the President of the Russian Federation. Some even received answers that, ostensibly, remarks and offers sent would be considered. Some started preparations of reference in the Constitutional court of the Russian Federation with the requirement to stop disgrace. It was then found out that reference procedure in the Constitutional court is simple enough. It is necessary only to pay the fee of 300 roubles and to attach receipt confirming fee payment to distinctly written claim. At the moment the Constitutional court of the Russian Federation awaits for numerous claims asking for bringing legislation of the Russian Federation in the field of money issue in one line with the Constitution of the Russian Federation. I advise all wishing to participate in it which will necessarily come true to hurry up. So that there will be something to tell to grandsons.

Some even addressed Office of Public Prosecutor of the Russian Federation with indignant claims. They received standard answer that "according to the Federal Law "About Office of Public Prosecutor of the Russian Federation" questions of regulation of monetary and credit policy brought up by you in the claim are beyond the competence of bodies of Office of Public Prosecutor". Arrah! It turns out that monetary circulation is out of a legality field. Our thieves feel themselves at home. False coiners not only plunder money issued in the country but also appear to be free from supervision by law enforcement bodies?!

I talked about it to my familiar public prosecutors and lawyers.

- How could it be so, - I asked them, - swindle and false issuing of money are evident but Office of Public Prosecutor says that it can do nothing about it?

Lawyers were extremely indignant, they told that Office of Public Prosecutor didn't fulfill its direct duties on suppression of illegal issuing activity of private banks. After all law 86-FZ doesn't forbid but doesn't allow as well private banks to issue money!

In private employees of Office of Public Prosecutor recognized compelled formal character of kiss-offs of Office of Public Prosecutor under similar references but pointed with their fingers upward. Say, solve these questions there. The more we worry about issue of money in Russia, the more evident desolate picture of total plundering of this money directly in the process of their issue becomes as well as the picture of total connivance, if not to say participation, of official state structures of Russia in it.

Our legislators haven't accepted any legislation regulating issue of non-cash money in the country, haven't realized the requirement of the Constitution of the Russian Federation in such legislation that basically automatically should lead to prohibition of any issue and use of non-cash money in the country. If there's no law about issue of non-cash money, its issue becomes lawlessness!

Besides, our law enforcement bodies, referring to federal laws, have removed themselves from any making of lawful order here, from establishment of legal field. While if this issued money go to the federal budget of Russia, this budget at once would mount fivehold! Thus it would mount non-inflationary! Accordingly all regional and local budgets will be doubled. Salaries, pensions, grants would increase. Public health services, education, defense and even law enforcement structures would get on to feet. Economy would rise. We would begin to fend for ourselves, we would cease to waste worthlessly our non-renewable natural resources depriving ourselves and our children of the future, transferring our life on consumption of THEIR second-hand of different type.
