Full-scale fuel crisis burst in the country. Fuel deficiency happens now in one then in other region, giving rise to an excessive demand from the part of frightened car owners, aggravating situation. The prices grow in parallel. Crisis captures all the country - from Sakhalin to Petersburg, from Altay Territory to Murmansk. The problem is not in absence of fuel - it's simply not favourable to oil companies to sell fuel in home market at the time when it is possible to sell it more expensively in the foreign market. Apparently, they have simply sold all gasoline abroad.

It's curious but it seems that not only private but also state companies did the same thing... Bloody hell! Let's imagine - you call to "ambulance" and hear in answer: "Excuse me but we don't have gasoline. We calculated and decided that it's more favourable to sell gasoline abroad and to sit drinking beer, than to go to some sick fools staying in traffic jams".

Why not? By the way, at huge sales volumes of fuel abroad we have been suffering from lack of fuel to fill military planes, therefore our pilots have less flying hours, than the ones in some Third World country. Now the same happens with civil planes.

Certainly, it can seem that the problem can be solved simply - to free prices and let gasoline in the Russian Federation costs though 2 Euros. However, it will be simply too expensive for very many to go by car and as foodstuffs come to the Russian cities by motor transport, it will be accessible far not to everyone.

Though, actually, let them don't eat. They say, hunger promotes common sense.

Some Putin got occupied with shortage of gasoline but it seems that his concern hasn't been felt by state companies. Because concern is not a market category.

Some more interesting facts. It seems to some that internal prices should depend on external and to be lower. Why? After all external prices for the present are not monopolistic and you won't sell at the price higher, than the ones which stock exchange gives. While you can do it inside the country as fuel sales as we see on example of today's cartel agreement of oil kings are monopolized to the utmost. That is it's possible to sell at higher prices in home market, than on the external! You can sell, while they buy. Though for 5 dollars. Though for 10!

The second type of queue, by the way, to monopolist. Queues for tech inspection in traffic police.

The same way as FAS decided to struggle against monopolies and thus caused fuel crisis, the same way struggle against corruption in neogenic police caused crisis in the points of tech inspection.

Where did all normal people take checkup coupons earlier? You are right - bought from GAI officers. Only a small part of the most obstinate did all as it is necessary.

Now distribution of inspection stickers has been strongly complicated because of struggle against corruption - it's been found out that if all those in need will get the turn in tech inspection points, the turns will form "from here up to tomorrow".

Perfect analogy of two state monopolists - oil companies and traffic police - is evident. The first organized gasoline crisis to increase internal prices, the second organized crisis of inspection stickers to keep business. In both cases the state loses "without scoring a point". The same with citizens as it's a struggle for their purses.

It is necessary to tell that last year of work of Kasyanov's cabinet vice-premier Alyoshin responsible for carrying out of Administrative reform directly suggested to cancel monopoly of traffic police for giving out of inspection stickers and to transfer this business to private companies. Certainly citizens should pay in both cases but they will pay to private companies officially, with taxes, great number of private inspection points will make accretion of monopolistic decisions rather complicated that is prices will be established in the market way and by definition will be more or less accessible.

Though Alyoshin with such reform was very soon dismissed, while police inspection points remained.

Though there's one more proposal, my private opinion - to cancel in general this inspection! After all those whose car can't pass inspection can easily and without problems buy the sticker from GAI officers. Today he will again buy it, only it's more expensive now.

So what do we need this inspection for, if it doesn't check technical condition of cars?

By the way, the question with prices for gasoline and cartel agreements of oil kings can be solved the same way - to close their business to the hell! To declare full, 100% state monopoly for extraction, processing and realization of oil products. Certainly, the state monopolist will force the prices up all the same but it will also have other, state - reasons. For example the instinct of self-preservation - after all one can't be deduce the state entirely in offshore as well as responsibility.

Of course, it's clear where I will be sent with such offers. I proceed from the common sense, while monopolists oil companies and traffic police from own benefit.
