United States Congress Provoked Intrusion of Turkey into Iraqi Kurdistan

Discussion of the resolution in which the congress calls the president of the USA to provide reflection of the fact of genocide against the Armenians from the part of the Turkish Empire in the foreign policy of the country started in specialized committee on foreign affairs of the House of Representatives of United States Congress. 226 congressmen acted as co-authors of the resolution, it's enough for its passing to the session of chamber. The speaker of chamber Nansi Pelosi has already declared that she will put resolution to the vote during the current session of the Congress in case of today's positive voting in the specialized committee.

"It's a question of conscience", - chairman of committee congressman-democrat Tom Lantos declared opening the session, he called the members of the committee "to condemn the horror using the word "genocide".

 

The president of the USA Georges Bush persistently recommended the Congress not to accept resolution recognizing Genocide of the Armenian people from the part of Turkey, Associated Press informs. The given resolution can aggravate relations with Turkey which is the ally of the USA. The chapter of the USA made the statement just few hours prior to voting. "All of us deeply regret on the occasion of the hardest sufferings of Armenian people which have begun since 1915", - Bush said. However, in his opinion, the offered resolution "do not the right answer to the mass murders".

 

Shortly before performance of G. Bush before the Foreign Affairs Commission of the House of Representatives the state secretary of the USA Condolise Rice declared that acceptance of the given resolution would complicate the policy carrying out by the USA in the Near East. Minister of Defence of the USA Robert Gates reminded that 70 % of air cargoes and 30 % of fuel directed for the militarians of the USA in Iraq pass through Turkey.

 

Genocide of Armenians was conceived by Ottoman empire and lasted from 1915 up to 1923, therefore almost two million Armenians were subjected to deportation, 1,5 million men, women and children were killed and 500 thousand were compelled to leave houses, it led to the termination of residing of Armenians on their historical native land where they stated for thousands years, is stated in a draft resolution.

 

Forthcoming voting caused sharp reaction from the part of Turkey and on the last Friday in telephone conversation with Georges Bush the prime minister of Turkey Tayip Erdogan warned the president of the USA about negative consequences of such step of the congress for the American-Turkish relations. Similar warning was contained in the letter to the government of the USA written by the president of Turkey Abdullah Gjul, who declared about "serious problems" in case of positive voting under the resolution.

 

On Wednesday the newspaper "Washington Post" referring to Turkish politicians informed that the parliament of Turkey could in return remove all restrictions and permit Turkish armed forces to intrude on the north of Iraq to make an impact on Kurdish separatists.

 

Turkish artillery from its part of the border has fired on frontier areas of northern Iraq, Associated Press informs on Wednesday on October, 10th. Militarians assume that there the camps of Kurdish insurgents are located there. Thus military operation with use of infantry should receive an approval of the parliament. It's informed that corresponding permission would be received not earlier next Monday.

 

Turkish militarians had begun bombardment of the Iraq borders after several military collisions with insurgents of the Working party of Kurdistan. In particular, on October, 7th in province Shirnak, in a southeast of the country as a result of such collision 13 Turkish soldiers were killed.

 

- The situation is extremely painful for Turkey as allied relations with the USA and the NATO de facto compelled Turkish management to recognize Kurds as some subject of policy, though from the Iraq part of the border, - political scientist Ruslan Saidov noted in the given occasion, - it was not a simple decision as there were no such nation as "Kurd" in Turkey, there were only terrorists. Kurdish question is very old, it has own history and the fact that Kurds acted in Iraq as allies of the USA against Saddam Hussein compelled Turkish management to search for some conciliatory proposals, in particular, a restriction on a number of measures against Kurdish formations both in territory of Turkey and outside of its limits was accepted. The Armenian question is as sharp to Turkish society as ever, despite of its almost century history. One shouldn't forget, that Turkey is not the country of "the third world", it's a former empire with very old historical traditions, with the whole system of complicated historical relations, with colossal culture savings. And when in its majority democratic American Congress, being guided by quite clear momentary political reasons, set a "pinprick" into the republican-president in the form of a question on genocide of Armenians, it puts all Turkish society in improbably complicated position - and all this at the fact that Turkey is the basic operator of the NATO in region, it actually is a regional power. And today that power carried an attack on the actual ally of the USA and the NATO in Iraq and it turned out to be provoked by the Congress of the USA. It is evidently showed to the same Iraqi Kurds that the USA is for them not an "upper storey" and Washington considers Kurds as a fine change in the global game. All this, certainly, does not promote either stability in Iraq, or stability in all Near East. If earlier Kurds had a powerful partner on behalf of the USSR, to consider today's Russia in such quality is unreal even hypothetically as Moscow values relations with Ankara, perhaps, not less, than with Washington. Turkey today is strong and influential and capable, as it has just shown, to carry out very independent policy. And today it is much more important to Moscow to adjust relations with Turkish state and Turkish business, rather than to be an "upper storey" to Kurdish insurgents. Kurds, most likely, will suffer defeat from regular Turkish army and will start to drift aside the most radical forces in the region. All this very much reminds the beginning of the big chaotic war in all Near East, that is, certainly, undesirable".
