Thirteen Russian regions are included into a group of "crisis" in connection with falling of budgetary incomes, the director of department of intergovernmental fiscal relations of Ministry of Finance of the Russian Federation Larisa Eroshkina considers. She gave such data at session of regional section of community of financiers of Russia taken place in plenipotentiary representation of the president in Northwest federal district. The following districts are considerd to be "crisis regions": Tatarstan, the Khanty-Mansijsk Autonomous District, Krasnoyarsk and Perm territories, Astrakhan, Belgorod, Volgograd, Kemerovo, Kursk, Novgorod, Orenburg, Samara and Chelyabinsk areas.
Chelyabinsk and Kemerovo areas which have seriously suffered from sharp falling of tax profit funds - by 90 and 88 % accordingly are in the most difficult situation with budgetary indicators, she said.
- Actually if decrease of tax revenues made 80-90 percent, it is necessary to talk not about crisis but about catastrophe, - editor-in-chief of FORUM.msk Anatoly Baranov noticed. - Because if prices for oil and gas make a budget basis, decrease of these prices is not a crisis but is simply the end. One could talk about crisis in relation to the remained regions where decrease made 40-50 percent. Imagine that you exist on a salary, paycheck to paycheck. Suddenly your salary is being cut down twice, while your expenses remain the same and it's hardly possible to "get them cut" in half. Here you are very serious crisis. If only one fifth or one tenth of the salary remains - you can at once put your head in a noose. It is possible to go to Pikalevo and to find some money to solve the sharpest problems. About one million and a half people live in Chelyabinsk and Magnitogorsk - it's not easy simply to go there, to solve questions. I do not know, what they were thinking about earlier and how they did it but today this problem does not have decision.
