What’s behind Biryulevo and How Much Will Cucumber Cost Closer to New Year Holidays?

Group of foreign citizens numbered 7 people who have been detained in Biryulev will be send today home for various violations of migratory legislation. News agency RIA Novosti reported about it to the press service of the capital office of the Federal Bailiff Service. Let's remind that 214 people who were declared violators of the migratory legislation and potential persons involved in various criminal cases were detained on base in Biryulevo following the results of police raid. Here you are inspiring result: 7 people were recognized violated migratory law to such extend that it was decided to deport them. Efficiency is almost 3 percent. What about other 97 percent of detainees? If it turns out that they were arrested in vain and unreasonably? If it is all result of action in Biryulevo which have excited all country? No, it is distracting maneuver, real result is absolutely different: the matter is that, whatever one may say, together with leaving of Luzhkov - the former head of the Moscow City Agricultural Committee - centralized purchases of vegetables and keeping them on storage at the expense of the city budget for maintenance of prices in case of deficiency also left. Not casually Luzhkov before appointment the chairman of the Moscow City Council Executive Committee reporting to the democratic Moscow Council on his political orientation told: "I on the side of tomatoes". He perfectly well understood that the market way of pricing for fruit and vegetable production without market system of wholesale purchases and undeveloped farm dooms the majority of rather poor Muscovites if not to hunger, then to systematic malnutrition. He couldn't allow it. Today there’s no alternative to developed at Luzhkov system of agribusiness, but vegetable warehouses lost role of the main supporter of Moscow, only 15% of potato and 20% of main types of vegetables necessary for the city pass through them. The result is that each new crop prices for vegetables and fruit don't fall as it should be, but grow, at that it happens even with the products of hothouse farms located in close proximity to Ring Road. Nobody is going to provide citizens with reasonable prices for vegetables and fruit, if you have no money to buy them, you can eat less. In the last years 10 we already forgot what spring vitamin deficiency means and why tomato and cucumber are bought in winter only for New Year table. Probably, we will have to recollect such things. In any case, new Mayor of Moscow Sergey Sobyanin declared that base in Biryulevo had to be closed and wouldn’t be opened any more. There are all bases to think that all other vegetable warehouses will have similar fate and that a set of remarkable commercial objects which have only one defect - they can't be eaten – will appear instead. At the same time the blow is struck at the alternative for the population and small agricultural producers - at "collective-farm" markets where vegetables and fruit from Moscow area and nearby areas can be bought at moderate price passing wholesale network. They plan to reconstruct agricultural markets located in Moscow, in non-capital building into many-level parkings and transport interchange hubs, newspaper Kommersant writes. As the edition got to know, according to the plans of the department of trade and services of Moscow, only one agricultural market from 27 non-capital ones will remain by the beginning of 2015, the one situated on the crossing of Kashirskoye Highway with Orekhovy Boulevard in the south of the capital. It will be transferred to a capital building. Many-level parkings, cultural centers and transport interchange hubs will be built on the place of 11 sites occupied at the moment by agricultural markets. Modern shopping centers with total area of 320 thousand square meters will work at the place of other 12 agricultural markets by 2016. Sites occupied by three remained markets will be taken away for construction of food courts and provision of amenities. All non-capital agricultural markets which will be adapted under needs of the city are private. However there shouldn’t be problems with the owners, the head of the department of trade and services Alexey Nemeryuk declared in the interview to edition. Lease contracts which won't be prolonged come to an end, he explained. At the moment 57 markets work in Moscow: 27 agricultural in non-capital building and 30 capital ones. 11 markets are owned by the city, however the authorities of Moscow try to opt out of their management. Hey succeeded to find investor for three markets — Severny, Koptevsky and Lublinsky. Four other — Velozavodsky, Lefortovsky, Danilovsky and Kuntsevsky — were offered for sale in 2012, however no buyers were found... That is city authorities try to avoid functions connected with providing citizens with food, it is as well unprofitable to big business, moreover, both retail networks and builders in common press "competitors" - small agricultural producers, simply depriving them of opportunity to meet the buyers. Business plans are one better, than other, only interests of the Muscovites receiving less than 1 thousand dollars per family member aren’t taken into account. As it is already told above, if don't want to eat expensive products, don't eat in general. Or move to live in Pereslavl-Zalessky where there’s no tomato, but potato and carrots are cheap. Problem of migrants. If there are no vegetable warehouses and markets, there is no need in unskilled workers sorting out vegetables. However, there is problem what they and their families will eat tomorrow, but the Russian authorities believe that having closed borders with Central Asia, they will shift these problems on local dictatorships. Probably they sincerely believe that "Great Wall" from Astrakhan to Chita will stop hordes of starving former countrymen. It won't stop. There’s no wall, there are 4 thousand kilometers of remote territories which nobody protects, anyway all hungry will be where there is a chance to get a piece of bread. If someone doubts? Thus all "undesirable migrants" with great pleasure would grow very qualitative and madly cheap apples, apricots and persimmons at home sending to Russia trains or trailers with products of local agricultural industry. Even at the time of Luzhkov “who understood all” we together with the deputy Nikolay Moskovchenko (certainly, in partnership with the Deputy Prime Minister of Tajikistan who was responsible for agriculture) tried to solve that problem in the 90s. We didn't succeed, wagons with grapes decayed in solar Tajikistan, while Moscow preferred to receive grapes from Turkey and even Chile. As it had important "competitive advantage", it was 5 times more expensive, than the Tajik product! Yes, high price and, as a result, high "kickbacks" in the opinion of capital officials were competitive advantage! People in Moscow already forgot that grapes can cost not 3-5 dollars, but 50 cents together with all "price markups". Now prices for vegetables and fruit will grow up again, of course, after all last regulators - vegetable warehouses and "collective-farm" markets depart this life and large retail networks will establish monopoly prices.
