The USA and Britain Turned out Iraq into Narcostate Similar to Kosovo, Columbia and Afganistan
31.05.2007

As the Latvian site "Hour-Daily" writes, recently there was a seminar on a theme: "The Europe and Asia: Problems of Counteraction to Illegal Drug Trafficking" in a building of the Municipal Duma of Riga. The event passed within the limits of the Baltic forum. Its organizers were the Baltic Anticriminal and Antiterrorist forum, the Latvian Federation of Detectives and Security Services and the Latvian representation of the organization "The European Cities against Drugs".

The former chapter of the Russian bureau of Interpol, the general of the Ministry of Internal Affairs Vladimir Ovchinsky, who made public speech, expressed fear that "in the nearest 5 years Iraq will turn into the narcostate, as Afghanistan".

"Now in Iraq, - Vladimir Ovchinsky informed, - all infrastructure is destroyed and, to survive, people is compelled to be engaged in transportation of drugs. As a result we shall receive one more narcostate. And it will be tragedy for everybody".

General Ovchinsky made comparison with Afghanistan: "In 2001 when the coalition only entered Afghanistan, I made public speech here, in Riga and said that export of drugs would grow because the coalition wouldn't struggle with it during the first years. And the forecast was completely justified. What is happening there now? Merging of "democratic administration" with drug dealers. Thus the Europe affords itself "mad European connivance". Toni Blair two weeks ago declared that one shouldn't struggle with drugs, it's necessary to legalize illegal sowing "for the medical purpose" - there's deficit of opiates in the world. The president of Pakistan supported him at once... It's good that the Americans acted against it".

The chairman of the editorial board of «FORUM.msk», director of Institute of Problems of Globalization Michael Delyagin expressed an opinion that «the Americans will be compelled to leave Iraq in 2 - 4 years as they don't know what to do there, they are dead-locked on the system level».

"It's symptomatic, - Michael Delyagin considers, - that the American analysts begin to give such forecasts: certainly, it will be necessary to leave Iraq. But there is nothing terrible in it - it will allow to arrange war between Sunnites who will be supported by Saudi Arabia and Shiites who will be supported by Iran. Thus, the system of "restrains and counterbalances" in Iraq and region in general will be provided. That will allow to distract the strong Islamic states from expansion to the countries of the West and inside of Iraq. In such a manner it will frozen it - in this black hole... It's clear that at such a scenario Iraq will be turning out into narcostate and it will be impossible to do anything about it".

In its turn the head of the Latvian bureau of Interpol Jury Jasinkevich said:

"Certainly, there shouldn't be any arrest at conference. Here there is an exchange of helpful information, "the narcotic map of the world" is being drawn... "Iraq now has all chances to become "narcostate". Here it's pertinently to draw an analogy with Yugoslavia. After the Balkan war in the middle of 90s and liberation from Milosevic's mode the main way of transfer of the drugs to the Europe appeared - through the Balkans. And this "northern way" now is the basic for European narcotraffic. Result: now the cost of heroin in the countries of the Western Europe, for example, in germany and Holland, is quite moderate. Even lower than in the countries of the Baltic".

It is necessary to note that the point of view which sounded at a seminar in Riga, is being shared by the increasing number of the European experts on problems of the organized crime and narcobusiness. It finds reflection also in press. So, the western mass-media are even more often compelled to recognize that Iraq after Afghanistan becomes the new world center on cultivation and spread of drug addiction, an observer "KC", political scientist M.Stoun writes.

According to British "Independent" opium fields stretch along all southern Iraq which is a zone of the occupational responsibility of the British armies. The basic center of a red opium poppy became areas of the city Divanija and its vicinities. This area is declared "too dangerous to the access of foreign journalists".

According to the British edition, cultivation of an opium poppy is financed by well organized influential groupings. "Independent" doesn't informs, what these groupings are and what role in this business is played by the British occupational armies which are present in the region.

Mass cultivation of opium is at an initial stage but no measures on counteraction to this process are taken neither puppet mode, nor invaders, they explain inactivity by "chaos in the region".

If before Iraq was used for the transfer of heroin produced generally in Afganistan, today, after 4 years of total democratization of the country Iraq in front of the eyes becomes the largest supplier of heroin to the world markets.

Today there are large poppy plantations on a place where earlier the rice wad grown. Condition in the regions of opium fields is supervised by dealers and manufacturers of drugs who, apparently, actively cooperate on a mutually advantageous basis with the British occupational armies. Otherwise it is difficult to explain so active development of narcobusiness in the south of the country, stuffed by occupational forces. As to the British, they easily make helpless gesture as if there is nothing to be done.

Let's remind that earlier in the February report of the United Nations, "efforts" of the USA and Britain on "eradication" of poppy plantations in Afghanistan failed. The opium crop of 2007 will reach the next record level which Afghanistan never reached. If the situation with the growth of poppy plantations in Iraq will keep present rate, already in the near future this country becomes the second world center on manufacture of opium.

Generalizing statements of experts on a situation with drugs in Iraq, political scientist Ruslan Saidov paid attention that "in every place visited by Englishmen and Americans a problem of drugs appears". As an example Saidov resulted Lebanon in 50-80 years which repeatedly was exposed to the American aggression. Another example - "golden triangle" in Indochina - a victim of the American aggression in 60-70 years and Burma which was the British colony.

"Fresher examples - Colombia where the American armies and advisers as well as the British instructors from SAS are placed and Kosovo where the occupational forces of the USA, England and other countries of NATO reign". In Afghanistan where manufacture of heroin at Talibs has been minimized, more than 400 tons of this dangerous potion is being produced a year. At last, the turn of Iraq comes".

"All this is far not casual, - Ruslan Saidov considers. - The American and British special services meaningly encourage narcobusiness in the instable countries and carry out general control over it. It allows them to operate huge and uncontrollable financial resources that transforms certain groups inside of these special services into global force, into independent geopolitic players of the world scale which interests are sometimes rather far from the official foreign policy line of their governments".
