The rise in prices for the basic kinds of the foodstuffs has stirred up the public of the country, authority, party figures, politicians of a different rank and there are reasons which do not comply with pre-election passions and desires of every possible figures to occupy a cushy job in the State Duma. Inflation for nine months of the current year has made 7,5 %. Obviously, on results of the year it will be above official last year's 9 %. The prices for the foodstuffs have grown, as Federal State Statistics Service informs, on 0.5 % only for the first week of October. Food items have risen in price more than others.

From macroeconomic point of view srerilization of internal loans in the budget - is a way to harden financial policy to restrain inflation. However, such way won't work out: restriction of money supply restrains only money inflation provoked by surplus of money. It's not once proved by experiences carried out by the reformers over Russia that it couldn't cope with modern Russian inflation being provoked first of all by total despotism of monopolies. At that restriction of money supply in circulation could deliver sensible blow on bank system thus sharply decrease its liquidity and create the threat of full bank crisis. Posible the sense of expansion of internal state debt is in the fact that financial institutes close to ruling bureaucracy (not obligatory formally state) will receive and opportunity to grant the loans to the state in the priority order - it means that they will get guaranteed profit at the expense to the budget. The volume of the potential profits is massy: percent expenses will grow more than a third - from 156,8 milliards roubles in 2007 up to 247,1 milliards in 2010. At that the payments of the internal debt will grow quicker due to the decrease of the external debt.

Except for Zurabov, Gref, Yakovlev all other members of the government kept their posts. Two new committees appeared in the government - Youth Committee and Fishing Committee, functions of MEDT, according to Putin, "are a little bit specified". Dmitry Kozak appointed the chapter of the Ministry of Regional Development instead of Yakovlev; Tatyana Golikova will head the Ministry of Social Development instead of Zurabov; Kudrin is promoted - he kept a post of Minister of Finance and became vice-premier; Lavrov kept a post of the chapter the Ministry of Foreign Affairs; Serdjukov also kept his place of the Minister of Defense - Putin didn't accept his resignation; Gref forced to resign, Elvira Nabiulina is appointed the chapter of MEDT; Ivanov and Medvedev kept places of the first vice-premiers; Naryshkin and Zhukov kept places of vice-premiers.

Money of citizens and enterprises can at any moment get stuck on the accounts of medium and small size banks. In opinion of international agency Fitch, the Russian banks are not protected from sudden occurrence of crisis of liquidity - situation when banks will stop client servicing because of shortage of means. Last time such situation took place in the summer of 2004 when several large and set of small and medium size banks could not pay off with clients and counterparts in time. The level of trust between banks has recently fallen and not each bank can count on credits from colleagues in case of appearance of difficulties with execution of current obligations before clients. Mortgage crisis in the USA as well as nervousness arisen in the financial markets affected the Russian banks which lifted interest rates under mutual credits.

The president of the group "AutoVaz" Vladimir Artyakov can become the governor of the Samara area where the factory is located. Artyakov can replace Konstantin Titov in an armchair of the governor as "Vedomosti" inform following information of two sources close to a management of "AutoVaz". This nominee is discussed in Administration of the president, one of them says. The question is already solved, the president has chosen Artyakov, the other speaks. Vladimir Putin can nominate his candidate on a post of the chapter of the area already in the near future, high-ranking official of the federal government adds. Artyakov negotiated with plenipotentiary Alexander Konovalov - apparently, successfully, a source in embassy of Privolzhsky district says. Titov have been already asked to retire since December this year though the question on his dismissal can be solved on August, 28th - during Putin's staying in the Samara residence "Volga Rock". It's more or less clear with the present governor, 63-years old Titov has been supervising the Samara area for 16 years, in 2005 he was reappointed on this post, but it's high time to know when to stop.

Recently Goskomstat (or may be some other not less authoritative source) informed that in 2007 the average salary of the Russian increased and reached the highest for the newest history level - 500 US dollars a month! Actually, not too much, in fact on the average 500 means that someone has 100 000 and the majority - 150 - 200 $. At such enormous stratification of a society as in Russia, the average salary in 500 $ is the evidence of poverty of overwhelming part of the population. In the Europe the situation is different there, even if the average salary will be, for example, 1500 euro, it is precisely known that the bottom threshold cannot be below 800 euro a month, less sum is simply forbidden to pay under the law! There, certainly, could be found poor men, immigrants, illegals, etc. whose means of subsistence are much less, but we now speak about official statistics.

The State Duma passed in the first reading the bill giving to employees of "Transneft", Ltd and "Gazprom", Ltd  the right to use duty weapon and special means to provide safety of oil and gas mains and other objects to which higher requirements of protection are stated. It is informed, that actuality of the bill is connected with the fact that these organizations are obliged to provide more effective protection of oil and gas mains in conditions of presence of terrorist threat which should exclude possibility of access of outsiders to especially important and dangerous objects. Financing of the expenses connected with realization of this bill will be made on behalf of the company means.

The first time in the recent years the quarter plan on the gathering of incomes into federal budget is not only surpassed but is broken up! Incomes of the federal budget in the 1^st quarter of the year 2007 made up 1,4 trillion rubles that's 9,6% (or 150,0 billions rubles) less budget planning. The cause is - the reduction of prices on oil in comparison with forecast level. It is testified that execution of budgetary planning was broken not only by tax service (the shortage made up 14.5 % or 105,0 billion rubles) which, among other, could be influenced in de-organising way appointment of its head as Minister of Defence but also customs service (a shortage - 9,2 % or 68,7 billion rubles).

To 2030 railways in Russia will be changed beyond recognition. State monopoly RZHD wishes to connect the largest cities of Russia by high-speed passenger lines and to make ways to the largest deposits of minerals in Siberia and in the Far East. Realization of this plan will cost 10 trillion rbl. Almost half of these means was asked by the chapter of monopoly Vladimir Yakunin from the president of Russia Vladimir Putin: "Give, brother, for the railway!" It would be useful to remind that the epoch of rough construction of railways in Russia coincided with the beginning  of XX century and was accompanied by unprecedented quantity of swindles and the swindle, not returned credits and false bankruptcies. Yaroslavl station in Moscow is an evidence of such swindles. However, stories with other ones are also quite detective.
