After the accident on Sayano-Shushenskaya Hydroelectric Power Station, probably, already nobody will start talking that forecasts for technogenic accidents - fish-stories of experts. Michael Delyagin - Doctor of Science, director of the Institute of Problems of Globalisation, one of the most known political scientists in Russia - was one of the first to speak about this problem.

 

 - Michael Gennadevich, are you satisfied with the fact that your forecasts come true?

 

- Do you in Sevastopol accustomed to ask such questions? Next series of accidents and catastrophes part of which (as short circuit on Bratskaya Hydroelectric Power Station) remained unnoticed in general reminded the Russian society of its main problem - guzzling of "the Soviet inheritance". Really: commander of the air group "Russian Heroes" who crashed before MAX already in 2005 year said that they had nothing to aviate. Three dual cockpits with practically worked out reserve remained on hand of "Russian Heroes" from double planes equipped with modern system of navigation of the international level. Those planes which Air Force gave them were engineering design given up in the middle of developmental completions. They could not be sent to combatant forces, that's why was sent to flight group. So tragedy with the commander of "Russian Heroes" is not a tragical accident but quite predicted event.

 

- It seems to me, it was Stalin who said that each catastrophe has name, patronymic and surname... But after all the problem, excuse me, is not the new one. So, it interests nobody except expert community and statistics?

- It was at the end of 90s when conversations about guzzling of "the Soviet inheritance" threatening by scale technogenic accidents appeared for the first time. Then economists specified inevitability of technogenic accidents in housing and communal services in 2000-2003. Official propagandists do not get tired till now to laugh at this forecast though it proved true: in winter of 2002/2003 years the quantity of switching-off of heat in our country jumped up approximately 20 times. It was then when Ministry of Emergency Measures sent pig-iron radiators of central heating to Sakhalin and ten thousand Russians met New Year at street temperature.

- Then the problem was solved after all?.

- Then they managed literally to flood out the problem with the help of money: it touched upon only one branch. Next years deterioration problem was at the very least solved in relation to dams and dikes (in the beginning of 2000 it was found out that nearby 300 of them are simply deserted and have no even formal owner) as well as main pipelines. However natural deterioration of fixed capitals was repeatedly aggravated by inadequate structural reforms directed on destruction of technological potential of the country for the sake of personal and group enrichment. Electric power industry reform became a symbol of this course.

- It has name, patronymic and surname - Anatoly Borisovich, I believe?

- Among other but there is a long list of "heroes", someone was declassified by "Forbs", someone remained in shade. Though even if there were no mercenary destruction of "the Soviet inheritance", it would collapse by itself, only more slowly. Really: what did the Russian state make for its people and country for almost 20 years of its existence? In particular, for last 9 years of "raising from knees" in the "shower of gold" of petrodollars (is it necessary to remind that about today's "dramatically fallen" world prices for oil nobody even dreamt five years ago)? Yes, mobile communication industry appeared. Yes, a lot of roads are repaired (poorly but nevertheless) and in a number of rich regions (for example, Moscow) new ones are constructed. New standards of habitation, shopping centers appeared. Millions "managers", "lawyers", "bookkeepers", "experts in marketing", "PR managers" and other professional unemployed with overestimated self-estimation are prepared. However, it is not worth grumbling: many of them could even write and express as a whole thoughts in Russian practically without mistakes. After gain a diploma of higher education.

- During Soviet period this all would be treated as "superstructure" and what is done in basic branches?

- Look for yourself - from large industrial objects, not taking into account export oil pipelines, only one Burejskaya Hydroelectric Power Station was completed - to get at once convinced of its uselessness for "tuning economy": electric power derived found no application and water collected gathered in a water basin is necessary to dump periodically creating threat of ecological accident...
